A leaked letter signed by the Board Chairman of GESOPS, Mr. Nathaniel Otoo, dated on 27th October, 2021 uncovers that an amount of Seventy-Seven Million, Five Hundred and Seventy-Four Thousand Ghana Cedis (GHS77,574,000.00) will or has been deducted from the amount to be withheld and paid by the Controller and Accountant-General to GESOPS as repayment for its pre-financing of the 280,000 laptops.
According to the letter, the remaining from the amount transferred by the Controller and Accountant General will be paid into an interest yielding account (opened solely for that purpose) and used to finance the purchase of the additional laptops.

Your letter dated October 26, 2021, numbered GES/DG/246/21/219A with the caption “One Teacher-One-Laptop Programme need for an Escrow Account is hereby acknowledged.
As indicated, GESOPS will deduct an amount of Seventy-Seven Million, Five Hundred and Seventy-Four Thousand Ghana Cedis (GHS77,574,000.00) from the amount to be withheld and paid by the Controller and Accountant-General to GESOPS as repayment for its pre-financing of the 280,000 laptops. Any balance remaining from the amount transferred by the Controller and Accountant General will be paid into an interest yielding account (opened solely for that purpose) and used to finance the purchase of the additional laptops.
We look forward to receiving the transfer from the Controller and Accountant-General pursuant to your instruction for the payment of the amount due GESOPS for the pre-financing of the purchase of the laptop computers as early as posible and to your further instructions regarding funds to be retained in the interest-bearing dedicated account for the purchase of additional laptop computers.
