2021 salary adjustments for public sector workers on single spine salary structure

The government of Ghana through the Ministry of Finance (MoF) has issued a statement to the Controller and Accountant-General’s Department (CAGD) on the 2021 Salary adjustments for institutions on the Single Spine Salary Structure (SSSS).

In a letter from the office of the Minister of State Hon. Charles Adu Boahen dated 22nd July, 2021 stated that, the government has resulted to use 2012 base pay for market premium calculations to effect payment of salary adjustments to civil servants directed through government white paper despite the fact that there is another structure for 2021.

According to the Minister of State, the approval is given, following conclusion of negotiation on the 2021 Single Spine base pay for salary structures which incorporates a four percent (4%) across board salary increase, to be used to effect the payment of salaries of Public Service Institutions on the Single Spine Salary Structure (SSSS).

Charles Adi Boahen added that, the effective date of implementation of the new Single Spine Salary Structure (SSSS) is 1st January, 2021.


He again said, the associated arrears from January 2021 to June 2021 are to be effected as follows:


1. August – 1 month (January 2021)

2. September – 1 month (February 2021)

3. October – 1 month (March 2021)

4. November – 1 month (April 2021)

5. December – 2 months (May and June 2021)

“We wish to remind you that in line with Government’s White paper (paragraph 3.6b) on the Guidelines for the implementation of market premium, the payment of interim market premium to existing beneficiaries should be the absolute amount calculated on the 2012 Single Spine base salary and not on the enhanced 2021 Single Spine base salary.” The letter said.
